CRSA Fact Sheet

Community Residential (Supported Living and Group Homes) helps people with developmental disabilities live in the community, providing support with medical and mental health care, finances, transportation, household, and personal needs.  We support individuals with the same level of care as those residing in Residential Habilitation Centers (RHC’s) and State Operated Living Alternatives (SOLA).

Services *

  • Community Residential – 4567 people served

(Supported Living = 3,729, Group Homes = 269, Licensed Staffed Residential =91)

  • SOLA’s – 96 people served
  • RHC’s –760 people served

Costs *

  • Supported Living – average cost per client per day = $260.16
  • SOLA – average cost per client per day = $432.57 66% more expensive than Supported Living
  • RHC – average cost per client per day = $641.80 147% more expensive than Supported Living

Indirect Client Support (ICS)/Administrative

  • To bring all agencies to the standard while holding harmless those above the standard
    • It would take $2M GF-S in the next biennium

Budget

  • July 1, 2009 budget cuts
    • Benchmark cut by 3% (Decreases funding for staff wages and benefits by $.46 to $.49 per hour)
    • Average of 3.4% cut applied to ICS/Administrative Rates
  • July 1, 2011 budget cuts
    • Benchmark cut by 1% (Decreases funding for staff wages and benefits by $.15 to $.16 per hour)
  • July 1, 2014 budget increase
    • Benchmark increased by 30 cents (less than half of the cuts from the previous sessions)
  • July 1, 2015 budget increase
    • Benchmark increased by 60 cents (finally above 2008 level)
  • July 1, 2016 budget increase
    • Benchmark will increase by 60 cents
